Why not do the following?  Isn't this very clear?
PRDkey        SETLL     somefile                           
              DOU       %EOF(somefile)                     
PRDkey        READE     somefile                           
              IF        NOT %EOF(somefile) and       
         ---do stuff--                       
              END                  
              ENDDO
