I don't think the telnet client that comes with OS/400 is able to use SSL.

You would have to write/buy software to either act as a proxy for the
OS/400 telnet client, or you'd have to write/buy a different telnet
client.

(Personally, if it were me, I'd write a proxy that translated from
standard telnet to SSL, because it would be a lot easier than writing a
whole new client)

Of course, you could also use an SSL telnet client for your PC to connect
directly to the AS/400 you need to access securely.   That would be much
easier to do with the tools currently available.
