Ouch!  That's nasty  I sympathise, and agree with you that mostly MQ is
a great product, but when it goes wrong...

We have one client who frequently, but intermittently, got RC2059
("Queue manager not available") when starting our product.  They retry
and it works fine; of course, the queue manager was available all the
time.

One thing you wrote did make me think:

I seem to recall that backing up with the queue manager stopped can
actually _cause_ problems.  I may be misremembering, but I think it was
to do with the fact that journal entries didn't get recorded because the
queue manager was down.

That said, I've never used SWA.

Indeed.  It was only necessary (bringing this back towards the original
topic) because we had QMQM in the system portion of the library list,
which meant that all the system jobs had locks on it.  The flaw in MQ
was that the quiesce process required an exclusive lock on the library
-- that is no longer the case.
