Yes, a nice place to see the offset value is www.time.gov .  Just click on your 
state and the next screen will have the current offset.  "Coordinated Universal 
Time -5 hours Not Daylight".

You can automate the setting of this for Spring and Fall with the little CLP 
fond at the bottom of this page
