Things in QSTRUP usually run as QPGMR, is that a problem?

Condon, Mike wrote:

I have a couple of jobs I've attempted to submit to QCTL in Qstrup. They
have a monmsg (cpf0000) for each to prevent the startup from getting
interrupted, and the jobs never show up in QCTL. When I manually subit them,
or run a CL program that submits them, they take off just fine.

Any idea what the problem might be?
