Trying to imagine the purpose for this, but why not just submit the job on
hold?  I.e., SBMJOB HOLD(*YES).

Or ALCOJB *EXCL in another job an object used at the beginning of the
batch job.

But I'm still scratching my head.  *Why* do you want to do this?
