turn off the interface on the AS400 and try a ping or port scan software on
the IP address in question.  If you only have one IP on your AS400, you my
not be able to do this, except from the console or a twinax device.  I will
generally ping an IP address I know is not in use.  Add that to the AS400.
Connect using the new IP and then disable the old questionable IP address.
Then try to ping it.
