Getting some Displays into another sbs

I have a client that is testing some RF based barcode scanners. They have 
a small screen and keypad. The client has designed a custom signon to fit 
that screen. We want the guns to go to a seperate sbs and use that signon 
screen.

We copied QINTER to newsbs, created a jobq newsbs and pointed the sbs at 
it. The guns have unique names. Those names were added to the newsbs via 
ADDWSE cmd by name.

These guns don't always end up in the newsbs even though the device has a 
correct name. What am I missing? Do I need to modify QINTER by the *ALL 
and adding enough Generic  (A*, B* etc) to cover everyother display on the 
system? I'd rather not if possible.
