It depends on how you start the RSTLIB. For data base files it will look at the 
objects date and compare them. 

I encountered such problem once in a similar set up: new machine and new 
release of our software. The client worked with two companies in their own 
libraries. We first did Company 1, and while they tested the first 
install/conversion we did Company 2. During testing they missed the invoices of 
the last month, just the period we tested the upgrade/conversion. You can 
guess: we had to do the whole thing all over again.

So my advice is to remove or rename the test libraries before installing the 
last backup of the older system.
