How about 2 suggestions:

The GIMP (GNU Image Manilpulation Program).  A photoshop-like program that
is used for web graphics, print graphics, and film production.  website:

Sodipodi.  A vector-based drawing program.  Very similar to Adobe
Illustrator.  Allows for any size drawing to be scaled how ever you want:

FWIW - Apparently the latest development version of the GIMP has vector graphics capabilities.
