I used to use a vector-based package called CorelDraw. You designed in
vector mode but could save the image as a bitmap file if you want. It was
pretty slick at the time although I haven't kept up with developments over
the past couple of years. Apparently you can get a free 30-day trial of it
if you want. You can check it out at www.corel.com.
