JASC's Paint Shop Pro (free trial period) gives some remarkable results.  I
prefer Adobe PhotoDeluxe.  Almost every digital camera comes with Adobe
PhotoDeluxe Home.   Paint Shop Pro has more and fancier finishes for type
faces.

Also you or someone with artistic skills can do artwork manually on paper
and scan that.
