This is the Management Central Java server. At V5R2 there are three Management Central jobs, QYPSJSVR, QYPSPFRCOL and QYPSSRV. I wouldn't recommend turning this off, I would recommend figuring out what the problem is. On our model 170 QYPSJSVR uses about .2% of the CPU and QYPSSRV uses about .1%.
