They are part of Performance Tools - the output files they use are in QPFRDATA. Both have *PUBLIC *EXCLUDE. QSYS is owner and has all authority. Not sure why the restriction, except they might need to touch anything on the system. But there is no real exposure that I can see. They are only DSPDBR on steroids, IMO. And the second one is only a listing of keys (and S/O information) for files in given libraries - same information is available via DSPFD.
