If your COGNOS server running on Windows plateform, you just use AS/400
toolbox for java jt400.jar file. That db2java.zip is for DB2 for
windows. The COGNOS just need JDBC driver class.

Our COGNOS consultant needs to install db2java.zip on the COGNOS server.
Where do I get it?  From the AS/400 DEV KIT FOR JAVA?

I cannot find a AS/400 DEV KIT FOR JAVA CD,  but it I see if was a line
item on the software order for our upgrade to V4R5 in 2001.  Because it
was listed on the software order, I assume we have paid for it and our
entitled to it, and it should be around here somewhere, correct?
