(Just back from a week out.) No the SQL development kit is not included in the base OS. There are issues that muddy the water though. If you buy new hardware and select the Enterprise edition then that piece of software is included. Another item that may have caused confusion, (in the most obscure searches), is the fact that certain things, (some sort of procedure thing I believe) used to require that you have the C compiler. Now, they put a limited version of the C compiler deep into the OS. Don't try looking for it on the cheap. If you already have a language and PDM then you can load the C compiler directly.
