I remember QMQRY being very picky about quoting alpha data (which I think a date would be in this case). Try inserting literal quotes in the parameter value:
STRQMQRY QMQRY(ROUTINES/SYSDOWNQM1) SETVAR((PROMPTDATE '''2003-05-01'''))
