Carel was right ... I am trying to figure out how to invoke the program that PDM uses to maintain the options file. I know the program name (it's either QUOCPP or QUOMAIN) ... but I don't know the parameters.

I could write a similar program myself ... but If I could use IBM's, I would save myself some time.
