http://www.htmlgoodies.com has some tutorials for HTML, JavaScript, Perl, etc. They should be platform-independent. I develop non-net.data pages in Macromedia DreamWeaver on my PC and use it's site manager to upload to the AS/400. My net.data macros are edited in UltraEdit, although notepad works too.
