Steve,

First, there is an issue with SP4 on W2K, see 
http://www.iseries.ibm.com/clientaccess

Second, we had a similar problem at a customers that turned out to be a  
compatibility issue with the anti virus software installed on the PC 
(Trend Micro in this case).
