lock down user profiles in Ops Navigator to only allow passwordreset/change ?

Is there a quick/painless way to "lock down" user profiles so a person
can

only reset the password and/or unlock the account via Operations
Navigator under Users and Groups ?

 

We want a group of people in our technical support area to help us out
in a crunch if need be

but only want them to be able to unlock an account of change the
password.

 

We don't want them to be able to change any user profile attributes if
possible.
