You can set up FTP so that it uses the home directory of a user as the initial directory. Then you also need to use *PATH naming (NAMEFMT 1). Then create directories under /home for each user, named the same as their user name.

Your exit program can restrict only certain operations, including the CD command. This can be based on some table of users, etc.

Rob Berendt, I think, was working on something that can modify name format, etc., in an exit program.
