According to the Infocenter, PASE is free with V5R1 and higher.  

Since this product is something that you have to order separately from IBM, am 
I SOL as far as V5R1 goes?  I have the V5R2 software for my machine, but I just 
haven't loaded it yet.  I suppose I can order PASE for V5R2 and install it when 
I install V5R2, but it would be nice to try it out on V5R1...

Is it still possible to get a copy for V5R1?
