First, I can't see that there is a CPF0864 (End of file detected) after the
RCVF.  That is the one that will sent you to the end of the program.  Second,
you need to have an extra variable like:

 DCL        VAR(&LIBFILEOUT) TYPE(*CHAR) LEN(10)

... and then add an "O" at the end:

CHGVAR     VAR(&LIBFILEOUT) VALUE(&LIBFILE *TCAT 'O')

I think that what the guys were trying to explain to you is something like this:
DSPOBJD    OBJ(&LIBFILE/*ALL) OBJTYPE(*ALL) OUTPUT(*OUTFILE)
OUTFILE(MYLIB/&LIBFILEOUT)

Generally speaking, everything else on the CL should work OK...
