We get this error sometimes when we try to access a mainframe file that is
not opened or enabled.

You may also get this error when the device that the DDM file is pointing to
to access the remote system is in use by another job. So you may want to
check that. That may be why you didnt get a lock on the file when you
checked it, because it wasnt locked, but the device it uses was in use by
another job.
