Locales do provide the ability to define timezone related information and
then access time based on that definition.  This is only true though for
those applications using C runtime functions that are locale sensitive.
The job date and time as viewed by OS/400, RPG time based operations, DDS
time based operations, etc. do not however use the C runtime functions and
so will not reflect the locale view of time.

Has anyone used Locales?  The info I've gleaned from IBM's website
(http://publib.boulder.ibm.com/iseries/v5r2/ic2924/info/nls/rbagslocale.htm
)
seems to indicate that I can create a locale for a user in a different
timezone and if I set it up right, their job date and time will reflect
their time.
