MC Press's Online newsletter contained a link to a free tool (JWSPLF) that will do both of these tasks out of the box. It is a WRKSPLF lookalike with a bunch more actions. The tool doesn't have the messages option, but does discuss how to include it yourself via an API. It took 20 minutes and works like a charm. Typical create SAVF, FTP to the SAVF, restore the library. It doesn't appear to execute a command as the others all do.
