Check out Bob Cozzi's CodeStudio, it is going shareware end of this
month and looks like it will accomplish what you need to do. I have not
used it but did look at it awhile back. It has a lot of the same
functionality as the CODE/400 or WDSc suites.

There are a few websites out there for a CHEAP amount per month you can

have access to their 400, do the compiling on there and download the 
object and source and stick it on your machine.

I know you're the IU foundation, but does IU itself have any iSeries? 
If 
so, perhaps they can work out a deal.  (Speaking from a company that
has 
their own related, but independent, foundation.)
