Just a guess here and sorry you are having problems like this on a
weekend that you probably didn't want to be in there (been there buddy
!), but are you SURE the system is in a restricted state ? Seems like a
dumb question but I thought restricted state prevented all things like
this (?).

Tried calling IBM Support ?

as a follow on, I've found that the SCPF job has these files lock as 
*SHRRD. What is this job and  can I end it?
