IBM really screwed this one up in V5R1. Your old DST (and now SST) user profile and password was QSECOFR/QSECOFR (as shipped by IBM). You may have changed it for good security. In V5R1, the password becomes case sensitive (but they don't tell you - just for fun and games), so after your third attempt at keying the password, it becomes invalidated! There is an OS/400 command that only the CPF QSECOFR user profile can use (not a member of a group, or someone with *ALLOBJ authority), but only the read QSECOFR, called CHGDSTPWD and take the option for *DEFAULT. This will change it backed to the shipped default.
