When we remove profile B from the QSECOFR group, it appears to work fine.

Don't know the answer, but in order to obtain a profile handle without specifying a password, the user must have *USE authority for the user profile. That really seems to be the only requirement. That having been said though, wouldn't it be better to use a profile that has sufficient rights to get the job done, but is not QSECOFR?
