Walden, although this is often true on a system-wide level, it might not be 
true for individual users. A small example -- Users can have storage limits 
set. By using INZPFM when a file is created, the space is counted at the very 
beginning against the owner's space limit. This can signal a problem at the 
beginning of a procedure rather than waiting until late in the execution when 
all kinds of stuff might need to be rolled back.
