Dave - have you verified with network techs that those ports are open
accross the network? And ports have not been restricted on 400?
Do you have any indication in joblogs that the 400 was even contacted?
A quick comm trace during attempt. Also look at joblogs for qstrupjd
and the starting of tcp. You mentioned it didn't work even after ipl.
Also (and I'm not sure if in use here), but is profile QUSER disabled?
