Since putting it back fixed the problem, it seems that the change did indeed 
cause the problem.  I changed mine from 65535 to 37 when installing CGIDEV2 and 
the system kept humming along.  Perhaps yours will work fine with the CCSID at 
65535, but you won't know until you try and get some interesting HTML 
characters or JavaScript to work.

There may be a stupid solution here - perhaps you need to stop and restart the 
FTP and REXEC servers as well as the HTTP server after changing the CCSID.

Check your REXEC attributes (CHGRXCA) and you will see a CCSID - on my system 
it is "00850" - perhaps if you change it to *DFT (and restarting) after 
changing the system value, the REXEC server will properly interpret the system 
CCSID.
