It appears that my problem is a firewall issue. I received a reply from the support department at Electronic Support (by filling out a comment on the iPTF site), and the tech informed me that the AS/400 uses a randomly selected TCP port to transfer the PTF over. Knowing this, it now makes sense why I'm having trouble, but that little tidbit of info is not documented anywhere on the iPTF site. Yours sounds like it might be a Java Applet loading problem.
