Thanks.  I'll have a technician check that out.  It does sound like a Java 
applet issue because when I MSIE / View / Java Console I am seeing:

Rob,

I get past the signon screen, and iPTF actually reaches the 400. 

It appears that my problem is a firewall issue. I received a reply from
the support department at Electronic Support (by filling out a comment
on the iPTF site), and the tech informed me that the AS/400 uses a
randomly selected TCP port to transfer the PTF over. Knowing this, it
now makes sense why I'm having trouble, but that little tidbit of info
is not documented anywhere on the iPTF site. 

Yours sounds like it might be a Java Applet loading problem. I was
having similar symptoms until I downloaded the latest JRE from
www.java.com
