Do we hear heavy mechanical breathing?

As others have said, there's no compiler needed. And all you need is the HTTP Server to handle it. Very neat - can call REXX procedures as well as native stuff and SQL. Then can wrap any HTML around it to get page apperance you want. It's basically a dynamic HTML/XML(?) generator. And you can have persistent connections, so that a user gets the same resources the next time a page is created.

Also not very hard to learn, IMO.
