I've got lots of thoughts :)

Perl & Python are two languages that you could use without purchasing
anything (they're available at no cost)

The GNU C compiler is available for Windows in two forms, MinGW and
Cygwin.   Both are open-source, and available at no cost.

Java, of course, is available.  It runs slower, but I think the only time
you'd notice the speed (in this application) would be when the program
starts up.  Java *CAN* be used for "web enablement" (as an applet) but I
don't feel that Java works well in that environment.   You'd be better of
using Net.Data or writing a CGI-script in RPG, than you would using Java
in a web browser.    But, Java as an application that runs directly on the
computer is significantly more stable than it is in a web browser (IMHO)

I have no experience with VARPG, so I can't comment on that.

Visual Basic is pretty nice language, especially when you need to write
the application quickly.  Unlike the other things I've suggested, though,
you'd have to buy VB.
