RCLRSC is a dangerous command to use.  Have had my share of MCHxxx's until I
started getting rid of the RCLRSC's.  Barb clued me on that one.

RCLRSC only works with objects scoped to the default activation group, and 
if it worked with SQL, that would catch a majority in this one scenario. 
I'd have to test it though.  I may suggest that they add it to the CL.
