I admit that there is a ton load of details missing here, and I wasn't trying to minimize the amount of work that they're obviously looking at. My point here was, that for all intents and purposes, this application , if done by a skilled web technician, and the appropriate software and hardware, will most likely be done a hell of a lot cheaper than an AS400 solution.
Remember, (albeit complex), this is a one application system. I'm discounting the business and accounting application software needed in the back end. If the client, has no accounting/business software behind the store front application, then I would agree, that investigating an AS400 solution may be in order.
