For one thing, the fact it says QGPL suggests that you are using NAMEFMT 0 on the 400 - otherwise it'd say directory.

Is your FTP session started on the 400 or on the SQL Server box? If on the 400, your statement is trying to send the file TO the SQL Server box and trying to get the file from what is your current library (QGPL is the default CURLIB).
