Your PTF install crapped out(technical term) after the LIC PTF's.  Do a
WRKJOB JOB(SCPF) and look at the joblog for the first one in OUTQ status.
The reason should be in there.  Search on the word "not".

My bet would be that system value QABNORMSW is set to 1.

Well, I IPLed and still there are several groups on WRKPTFGRP with "Not 
installed".
I used option 5 to display and found no ptf's that were not in one of the 
following status':  Superseded, Permanently Applied, Temporarily Applied.
GO LICPGM - 50 only shows:
Apply PTF started. 
Applying of PTFs for product 5722999 completed successfully.
Applying of PTFs completed. 
PTFs applied or removed during IPL. 

DSPPTF SELECT(*ACTRQD)
results in:  CPF6613- No PTFs met selection criteria.

Ran my own DSPLOG's, WRKOUTQ's, etc and found nothing.  What's next, a 
pmr?
