I have some PF38 and LF38 files and I do NOT have QSYS38 in my library list.
I do not think there is any connection between the file type and QSYS38.
QSYS38 is only there to support the S/38 environment.  In a CLP38 I would
code DSPOUTQ, in a CL it would be WRKOUTQ; stuff like that.

If your programs are all converted then it looks like you are all set.  By
converted, I mean that you don't have
crtpf workfile.qtemp rcdlen(80)  but you have  crtpf qtemp/qorkfile
rcdlen(80).

The ultimate answer to the vendor's problem probably lies in the position of
QSYS38 in the library list.  Do a DSPLIBL and see where it falls.  Is it in
the user part of the library list or the system part?
