It mostly affects things like MSF and Management Central.  It's not uncommon
for shops to have neglected the UTC offset.

I am a dolt sometimes, so a bit of help would be appreciated.

When DST starts here (West Coast USA), the time will move ahead 1 hour.
 And a +0100 change to the UTC offset is also required.

On my system, the UTC offset is set to 00:00; it has apparently never
been properly set/maintained.  I believe that my UTC should currently by
-8:00 and should be -07:00 after DST starts.  What problems can I expect
from the UTC not properly set for my system?
