Huh, the answer is yes.

OVRDBF FILE(QSYSPRT) TOFILE(LIBRARY/FILE) LVLCHK(*NO)

Key thing is the LVLCHK parameter.

This worked when I ran the override with database file command, then did a host print - it _added_ records to the database file.
