It's been close to 10 years since I ran into this so I don't recall details;
but Scott's suggestion matches closely with what I remember. There was an
oddity with how MVS FTP saw dataset names, at least from an AS/400 for some
reason, and adding the correct single-quotes fixed it. The MVS guys I had to
work with seemed to know about it once they dug deep enough.
