Seriously, though, you could change the command used behind the sys req 
menu to be an in-house command that doesn't support changing the parms. 
See message ID CPX2313 in QCPFMSG. Or you could install an alternative 
for your users - http://www.dbg400.net/extras.html#ems that you could 
lock down with adopted authority etc.
