Rick, the first half of the solution can be fairly straight forward. 
Somewhere you can build a x-ref file with the item number and with the fully
qualified path to the image and a way to access it.  You'll also want a drag
and drop solution to edit that x-ref file or you'll have lots of typo errors
once the system is in use.

Once you have that file built your choices are varied.  One thought would be
to build a read-trigger on the x-ref file that would pop up the image in
some fashion whenever the trigger was pulled.

There are web solutions and Java solutions.  Others will give you details on
that.

You already own the tools to do all of  this and even have a sample
application that does exactly what you are asking for.  Its called Visual
Age RPG.  It works, you already own it, and it uses existing skills in your
shop.  If you'd like a screen shot of the sample application let me know. 
Everyone poo-poo's VA RPG but the fact is it works, and it is already in
place.  There's no bleeding edge technology involved.

Subject: Graphic interface to 400
 
A client of mine wishes to be able to display a graphic image of a selected 
type of merchandise by simply positioning the cursor on an item# and 
pressing a function key or by typing in a character string to obtain a 
similiar result. Does anyone know of any software that can handle this 
RELIABLY or even a sample of the code (API?) that might accomplish the same 
thing? I know there are products that use the mouse (right clicking) to read

a character string through the Windows environment (open a window with the 
graphic displayed through your browser) but that may be too restricting 
should we decide to get a little more flexible with the process.
