MCH4436 - Activation group export conflict

I am wondering if anyone has experienced the following ILE issue.

When DSPPGM is used the "Activation group exports" window shows previously
created programs with file ffd size of 400.  A modified module and program
is showing "Activation group exports" file ffd size of 448 as their size.
The client has applied a PTF within the last several months but there is
no mention of this occurring in the documentation.  This change in size
is causing the new program within the activation group to abort with the
following:
   MCH4436 - Activation group export conflict.

I am left to assume that something in the operating system has changed but
have not found any information pertaining to it. The resolution that I have
found is to recreate all modules and programs.  Any other thoughts?
