Ray; What you are getting is the "correct" response from the SEU editor on the 400. Its not pretty, but it is the way this program has worked for years and years and more years yet. To get what you want you need a different editor - like Code400. The only way the tab key would work the way you wanted would be if you prompted the current line (F4) and then it will break the line into individual fields that you can tab to.
