        Looks like it's a function of ALTER table only (per my 5.1 SQL
reference).

ALTER TABLE EQUIPMENT
ADD CONSTRAINT DEPTQUIP
FOREIGN KEY (EQUIP_OWNER)
REFERENCES DEPARTMENT
ON DELETE SET NULL
